금일 아베의 고노 담화 훼손에 대한 뉴스를 보았다.

고노의 담화에서 인정한 부분을 지금 아베는 부정을 하여

역사적인 사실에 대해 반성과 인정을 안하는 현실이 씁쓸하다.

 

<고노 담화에 대한 내용-영문&국문>

Statement by the Chief Cabinet Secretary Yohei Kono on the result of the study on the issue of "comfort women"   August 4, 1993     The Government of Japan has been conducting a study on the issue of wartime "comfort women" since December 1991. I wish to announce the findings as a result of that study.     As a result of the study which indicates that comfort stations were operated in extensive areas for long periods, it is apparent that there existed a great number of comfort women. Comfort stations were operated in response to the request of the military authorities of the day. The then Japanese military was, directly or indirectly, involved in the establishment and management of the comfort women was conducted mainly by private recruiters who acted in response to the request of the military. The Government study has revealed that in many cases they were recruited against their own will, through coaxing coercion, ext.. and that, at times, administrative/military personnel directly took part in the recruitments. They lived in misery at comfort stations under a coercive atmosphere.     As to the origin of those comfort women who were transferred to the war areas, excluding those from Japan, those from the Korean Peninsula accounted for a large part. The Korean Peninsula was under Japanese rule in those days, and their recruitment, transfer, control, etc., were conducted generally against their will, through coaxing, coercion, etc.     Undeniably, this was an act, with the involvement of the military authorities of the day, that severely injured the honor and dignity of many women. The Government of Japan would like to take this opportunity once again to extend its sincere apologies and remorse to all those, irrespective of place of origin, who suffered immeasurable pain and incurable physical and psychological wounds as comfort women.

 

'위안부' 관계 조사결과 발표에 고노 관방장관 담화 1993.8.4       소위 '위안부' 문제에 대해서 정부는 재작년 12월부터 조사를 진행해 왔으나 금번 그 결과가 정리되었기에 발표하기로 하였다.     금번 조사의 결과, 장기적이고도 광범위한 지역에 걸쳐 위안소가 설치되었으며 많은 '위안부'가 존재했었다는 것이 확인되었다. 위안소는 당시 군당국의 요청에 의해 설치 운영되었으며, 위안소의 설치, 관리 및 '위안부'의 이송에 대해서는 구일본군이 직접 또는 간접적으로 이에 관여했다. '위안부' 모집에 대해서는 군의 요청을 받은 업자가 주로 담당하였으나 그 경우도 감언, 강압 등에 의한, 본인들의 의사에 반하여 모집된 사례갈 많으며 더욱이 관헌(官憲) 등이 직접 이에 가담한 적도 있었던 사실이 밝혀졌다. 또한 위안소에서의 생활은 강제적인 상황하에서 참혹한 것이었다.     또한, 전지(戰地)로 이송된 '위안부'의 출신지에 대해서는 일본을 제외하면 한반도가 큰 비중을 차지하고 있었는데 당시의 한반도는 일본국의 통치하에 있었기 때문에 모집, 이송, 관리 등도 감언, 강압 등에 의해, 총체적으로 본인들의 의사에 반하여 이루어졌다.     어쨌든, 본건은 당시의 군의 관여 하에 수많은 여성의 명예와 존엄에 깊은 상처를 입힌 문제이다. 정부는 이번 기회에 다시금 그 출신지의 여하를 떠나 소위 '위안부'로서 헤아릴 수 없는 고통을 겪고 심신에 치유하기 어려운 상처를 입은 모든 분들께 진심으로 사죄와 반성의 마음을 올린다. 또 그와 같은 마음을 일본국이 어떻게 표현하는 가에 대해서는 지식인들의 의견 등도 구해 앞으로 진지하게 검토해야 한다고 생각한다.     우리들은 이와 같은 역사의 진실을 피하는 일없이 오히려 이것을 역사의 교훈으로서 직시해 나가고자 한다. 우리들은 역사연구, 역사교육을 통해 이와 같은 문제를 영원히 기억해 똑같은 잘못을 결코 되풀이하지 않겠다는 굳은 결의를 다시 한번 표명한다.     또한 본 문제에 대해서는 일본에서 소송이 제기되어 있으며 국제적으로도 주목받고 있어 정부로서도 앞으로 민간연구를 포함해 충분한 관심을 기울여 나가고자 한다.
